Cat23 is a group of Diplomacy players. For more information check the Cat23 homepage. It is very open group, anyone can GM Cat23 games and everyone can play. Only requirements are that you ask a game number from numbers keeper and post all the results to their mailing list. It's a small effort and then you can get players from Cat23 mailing lists - there are enough players to fill up a standard game in few hours.
Finnish players should check SDS games, which are played in Finnish. Of course, they require membership of SDS (Suomen Diplomacy Seura, Finnish Diplomacy Association), but you should join anyhow if you're a Finnish Diplomacy player.
