Two centers change owners - Germany takes St. Petersburg from Turkey and France takes Norway from Germany. Thus, France gains one and Turkey loses one.

I've changed the voting system for draws a bit in my house rules and as this game is nearing a such situation (unless alliances start breaking apart) that these things might matter, here are the new voting rules.

When voting for draws, voting system is similar to the one used on Judges. Each player has a "draw flag", which they can set whenever they want simply by sending me a message telling to set the draw flag. That can easily be done with the orders. When all draw flags are set, the game ends immediately as a draw. If you don't say anything else, I'll assume the draw flag is set for the current turn.
For a player to be voted as a winner, someone has to propose such vote. I will announce the vote and if the vote is unanimous, that player wins immediately. Voting lasts until the next deadline, unless something else is said.
